طراحی الگوی فرایندی مدیریت نظام تحقق محصولات پیچیده دفاعی کشور

چکیده

همه محصولات از تعریف نیاز آنها تا وارهایی و از رده‌خارج‌شدن، فرایندی را طی می‌کنند که به آن چرخه‌عمر محصول گفته می‌شود. محصولات پیچیده به‌دلیل ویژگی‌های بخصوصی که دارند، با فرایند متفاوتی رشد و توسعه می‌یابند. محصولات سیستمی دفاعی به‌عنوان نمونه کاملی از محصولات پیچیده، نیازمند به فرایند توسعه بسیار جامع‌تر و منتظم‌تری می‌باشند. سازمان‌های پیشرو به مدیریت فرایند تحقق محصولات خود توجه ویژه‌ای دارند.
هدف این تحقیق این است که با بررسی و شناسایی عوامل موثر بر فرایند تحقق محصولات پیچیده دفاعی، الگویی برای مدیریت این فرایند ارائه کند.
روش تحقیق مورد استفاده در فاز نخست این تحقیق، مصاحبه‌های نیمه‌ساختاریافته با 14 نفر از مدیران ارشد سازمان‌های دفاعی و مدیران این پروژه‌ها بوده است. در فاز دوم تحقیق، از روش  گروه کانونی از خبرگان این حوزه استفاده شده است.
یافته‌های این تحقیق، شامل 29متغیر تاثیرگذار (عوامل ایجاد توافق با ذینفعان، عوامل توانمندساز سازمانی، شایستگی‌های مدیریت پروژه، مهندسی سیستم و مدیریت کیفیت) می‌‌باشد. براین اساس، الگویی فرایندی برای مدیریت نظام تحقق محصولات پیچیده دفاعی کشور ارائه شده است.

چکیده [English]

All products evolve in a process from needs definition to disposal that means product lifecycle. Complex products have particular characteristics and have a particular development process. Defense product systems are good examples of complex products that need to very precise and disciplined product development process. World excellent organizations have a specific attention to their product realization process.
Main objective of this research is to evaluate and identify main factors in defense complex product realization process and then Design a procedural model.
In the first phase of this research, we use semi-constructed interview by 14 senior defense organization and project managers. In the last phase we use focus group of experts to finalize a procedural model.
The main Finding of this research is that 29 variables in 5 groups (Agreement Processes, Project-Enabling Processes, systems engineering, Project management and quality management factors) are effective and in the final we propose a procedural model for Iranian defense complex products realization system management
